Committee on Human Services Approves $870 Million FY2008 Budget PDF Print E-mail

On Thursday, May 3, 2007, the Committee on Human Services, Chaired by Ward 6 Councilmember Tommy Wells, voted to approve next year’s FY2008 budget for the agencies under its jurisdiction.

“These agencies – serving the most vulnerable members of our community – have historically been among the worst performing agencies in the DC Government,” Wells said.  “We worked closely with Mayor Fenty and his administration to make sure this budget puts them on a course to significantly improve performance, and in some cases, achieve Court-ordered benchmarks and get out from under Court oversight.”

The agencies under the jurisdiction of the Committee on Human Services and their respective Fiscal Year 2008 budgets are:

·    Child and Family Service Agency (CFSA), $280,944,064
·    Department on Disability Services (DDS), $112, 560,997
·    Department of Human Services (DHS), $384,752,401
·    Department of Youth Rehabilitation Services (DYRS), $80,291,686
·    Children and Youth Investment Collaborative (CYIC), $10,040,000

“The key to improving the quality of service these agencies deliver, in many cases, is quality case management,” Wells said.  “As Chairman of the Committee on Human Services, I intend to make sure each of the agencies under my purview continues to make improvements in caseloads, in the recruitment, hiring and retention of qualified case workers, and accountability in the delivery of services to our vulnerable residents.”

Some notable items in the budget include:

-    An increase of $4.9 million in the Adoption and Guardianship program to support an additional 200 subsidized guardianships;
-    $3 million to fund an increase in Temporary Assistance to Needy Families (TANF) payments - the first such increase in almost two decades;
-    $200,000 directed to the National Building Museum to partner with DC public schools on architecture, design and construction educational programs, using the District’s buildings and neighborhoods as a teaching tool and developing a pipeline of young workers for the building trades;
-    $19.2 million for transitional housing, rapid housing for homeless youth, emergency rental assistance, and supportive services for homeless families and individuals in the District of Columbia.
